Can I edit ShipCompliant tax rates?

In general, you cannot edit tax rates provided by ShipCompliant. These rates should be accurate as ShipCompliant have dedicated resources making sure the correct taxes are configured. There is also currently no way to disable ShipCompliant tax rates.

If you have a custom on-site tax rate, you can set up this custom rate in your ShipCompliant account. Please contact ShipCompliant support to configure your custom on-site tax rates in ShipCompliant. Once that's configured, in Commerce7, go to Apps > ShipCompliant > Set the USA Taxes From field to ShipCompliant (instead of free ShipCompliant).
